Since 1967, GIZ and its predecessors, with funding from BMZ, have implemented over 100 development projects in Paraguay. With the BMZ 2030 reform focusing on fewer partner countries, bilateral cooperation with Paraguay will phase out by 2023, though other cooperation modalities will continue. This study analyses the phasing-out process of bilateral technical cooperation (BTC) between Germany and Paraguay, particularly at the project and modality levels, aiming to identify success factors and challenges for sustainability, elaborate good practices, and consolidate a theoretical framework for exit processes.Three BTC projects were analysed: ForDUAL (vocational training reform), FortaleceRES (resilience of rural populations), and ProCadenas (diversified livestock production). Using the ADR approach, qualitative data were collected through 92 expert interviews, group discussions, and document analysis. Key factors assessed included flexibility, timeframe, capacities, agreements, communication, and resources.Findings highlight that flexibility from BMZ, strong communication strategies, local ownership, and consideration of capacities and needs have contributed positively to the phasing-out. Challenges include resource accessibility and the prevalence of informal agreements. Recommendations include creating spaces for reflection and knowledge management, strengthening inter-institutional coordination, and preparing comprehensive final reports. Lessons learnt emphasize managing cooperation from its inception with a vision of its end, improving actor linkages and communication, and strengthening national capacities for sustainable impact beyond the cooperation period.
