A Practitioner’s Guide

This Practitioner’s Guide addresses the need for practical guidance to promote decent employment opportunities for rural youth. Its main objective is to establish a Skills and Training Needs Assessment (STNA) framework focused specifically on youth. The Guide is broadly applicable across diverse country contexts, acknowledging the wide variation in national training systems and technical and vocational education and training (TVET) initiatives. These range from short-term, community-based programmes to advanced technical schools. As such, users are encouraged to adapt the generic approach to fit their target region’s specific situation. The Guide serves as a starting point for systemic analysis and offers ideas on how a youth-tailored TVET or training programme could be configured.
