This report presents a strategic, participatory infrastructure development planning approach at the district level in the Republic of Moldova (RoM), focusing on the Water Supply and Sanitation (WatSan) sector. Commissioned by GIZ for the Ministry of Regional Development and Construction (MRDC), the assignment was piloted in Cahul and Riscani rayons. It aimed to align national WatSan policy objectives with local needs through coherent, vertically integrated planning and citizen participation. The project supported the drafting of the WatSan chapter in the Socio-Economic Development Strategies (SEDS), integrating national and local priorities, and providing strategic guidance for investment planning. The methodology included legal and institutional analysis, participatory planning, pilot implementation of Participatory Priority Definition (PPD), and multi-level policy dialogue. Stakeholder Dialogues informed strategic planning, while clustering localities aimed to optimize investment efficiency. A facilitator manual and exposure visits to Romania and Germany complemented the capacity development of regional planners. Key lessons include the importance of iterative design, continuous policy dialogue, stakeholder involvement, and data quality. Limitations were noted in SEDS structure and the administrative capacity for inter-communal cooperation. Despite these, participatory planning proved superior to technocratic approaches, enabling more robust, inclusive, and needs-responsive decisions. The approach remains in early implementation, with ongoing efforts needed to strengthen regionalised service models and planning frameworks. The report recommends continued PPD use, enhanced RDA capacity, and donor coordination, emphasizing the need to address affordability and rural-urban disparities in public service provision.
